I made this in Inkscape. The colours are European Commission Pantone Reflex Blue (RGB: 0/51/153 hex # 003399) and Pantone Yellow (RGB: 255/204/0 hex # FFCC00). The font is the DejaVu Sans. From that I have created a couple more.
